Federal Employees Compensation Act

The program provides wage-replacement and medical benefits to federal employees for occupational illness, injury, or death. Benefits include wage replacement payments and payments for reasonable and necessary medical treatment as well as training and job placement assistance to help workers return to employment.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program is managed well. FECA's operational authority and responsibility is clearly defined. FECA's design provides checks and balances to ensure proper program administration, while maintaining sufficient flexibility to enable operational and procedural improvements.
  • The program's purpose is clear and its design is free of major flaws. Administrative and litigation costs are reduced through FECA's design as a non-adversarial system. FECA direct administrative costs generally constitute around 5% of total program obligations (5.3% in FY 2007). Given that its statute has not been updated since 1974, OWCP should continue pursuing legislative reform.
  • FECA performance goals are clear, measure outcomes and align with agency mission. FECA establishes baselines, benchmarks, or performance standards for each measure. Long-term targets aim for continuous improvement and provide the basis for establishing performance standards comparable to industry standards. In some years, response to external factors has limited annual target ambitiousness.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Working with Congress to update the benefit structure, adopt best state practices, and convert benefits for retirement-age individuals to a typical retirement level.
  • Implementing recommendations from an independent evaluation to improve significant components of FECA processes, including industry best practices.
  • Conducting preliminary work, including the development of a logic model, that will serve as a basis for a future impact evaluation of FECA's disability management activities and program effectiveness.
