Fish and Wildlife Service - Fisheries

The Fisheries Program helps to recover and restore native aquatic species populations and their habitat and support recreational fishing. Native aquatic species and their habitat have been under increasing pressure from harvest, habitat destruction, and invasive species for many years resulting in severe declines.

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The Fisheries Program has met its its performance goals to a large extent. The program, however, lacks a clear explanation of the relationship between annual goals and long-term goals and needs a more performance-driven budget process.
  • The Fisheries Program is getting better at seeking reimbursement from Federal water development agencies for hatchery operations and maintenance associated with Federal water projects. While the program has made great strides with the Bureau of Reclamation, efforts with the Corps of Engineers and others need to be increased to ensure full reimbursement is received.
  • While the Fisheries Program has a clear purpose, it is not able to fully realize program purpose and goals. The program lacks the legislative flexibility to open, close, and consolidate hatcheries and to obtain full reimbursement of services necessary fully realize the program purpose and goals.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing a clear schematic and explanation of the relationship between the specific annual goals and the long term goals and develop a performance-based budgeting process.
  • Aggressively seeking full reimbursement from Federal water development agencies for hatchery expenses associated with Federal water projects.
  • Preparing a legislative proposal to authorize the Service to open, close, change, move, and consolidate hatcheries and authorize the Service to obtain full reimbursement from agencies.
