Federal Transit Administration - Formula Grant Programs

The Federal Transit Administration's Urbanized Area and Fixed Guideway Modernization Formula Grant programs provide provide funding to help local transit agencies maintain and improve the condition of federally funded transit infrastructure. Eligible expenditures include buses, rail cars and rail systems.

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • Formula Grant programs are administered effectively and contributed to improvements in local transit service. The Federal Transit Adminstration exceeded its goal of improving access to public transportion for people with disabilities and lower incomes. This, combined with limited improvements to local transit infrastructure produced a modest increase in overall ridership since 2002.

We are taking the following actions to improve the performance of the program:

  • Implementating an integrated portfolio of products and services designed to increase average transit boardings per market by one percent by the end of 2005.
  • Implementating transit oriented development in five cities in 2005.
  • Coordinating regional action plans to improve services for older adults, individuals with disabilities, and people with lower incomes in 2005.
