Performance Tested Comfort SystemTM



In cooperation with participating utilities BPA will accept claims for Performance Tested Comfort Systemâ„¢ certified upgrades to electric heating systems including: duct sealing and heat pump installation. PTCS certifications must be from a PTCS certified technician using the specifications established by the Regional Technical Forum (RTF). An RTF approved PTCS service provider provides the training and certification of PTCS technicians. BPA has hired Ecos Consulting to provide certified training and quality assurance to RTF specifications for technicians who wish to participate in delivering heat pump and duct systems. Information for participating utilities and residential HVAC contractors interested in the PTCS is provided below.

  • Certified Technicians Page - The Certified Technicians Registry designates what type of systems technicians are certified to work on under BPA funded programs (e.g., duct sealing in existing homes, heat pumps, etc). The Certified Technician Registry provides the Technician Registration Number for all technicians. It is important that the Technicians include this Registration Number on the PTCS field forms when reporting the PTCS measure to the utility and Ecos Consulting.
  • PTCS Duct Sealing Form - Certified Duct Technicians performing duct sealing and certification are required to fill out and submit the PTCS Duct Sealing Form to the appropriate electric utility and to ECOS Consulting.
  • PTCS Heat Pump Form - Certified Heat Pump Technicians who are not operating under CheckMe!TM Protocols and are performing a heat pump installation, are required to completely fill out and submit the PTCS Heat Pump Form to the appropriate electric utility and to ECOS Consulting.
  • Certified Heat Pump Technicians performing a heat pump installation who are operating under CheckMe! protocols are required to fill out and submit sections A and B of the PTCS Heat Pump Form & NW Heat Pump Startup Form AND the Proctor CheckMe! Field Form to the appropriate electric utility and to ECOS Consulting.
