Publications and Reports

The Division of Energy Assistance (DEA) produces in-house or under contract a variety of publications and reports that are related to low-income energy assistance. However, not all of the publications and reports are accessible on this web site.

Congressional Reports

Annual LIHEAP Report to Congress

The Department's annual LIHEAP Report to Congress is submitted in accordance with section 2610 of title XXVI of the Omnibus Budget Reconciliation Act of 1981, as amended. Section 2610 states:

(a) The Secretary, after consultation with the Secretary of Energy, shall provide for the collection of data, including--

(1) information concerning home energy consumption;

(2) the amount, cost and type of fuels used for households eligible for assistance under this title;

(3) the type of fuel used by various income groups;

(4) the number and income levels of households assisted by this title;

(5) the number of households which received such assistance and include one or more individuals who are 60 years or older or disabled or include young children; and

(6) any other information which the Secretary determines to be reasonably necessary to carry out the provisions of this title.

Nothing in this subsection may be construed to require the Secretary to collect data which has been collected and made available to the Secretary by any other agency of the Federal Government.

(b) The Secretary shall, no later than June 30 of each fiscal year, submit a report to the Congress containing a detailed compilation of the data under subsection (a) with respect to the prior fiscal year, and a report that describes for the prior fiscal year.

(1) the manner in which States carry out the requirements of clauses (2), (5), (8), and (15) of section 2605(b); and

(2) the impact of each State's program on recipient and eligible households.

Preventing Loss of Life Due to Extreme Indoor Temperatures, 2007

On February 15, 2007, ACF transmitted a report to Congress titled: The Low Income Home Energy Assistance Program Report to Congress on Preventing Loss of Life Due to Extreme Indoor Temperatures.  ACF submitted this report in accordance with Section 1804 of Title XVIII of the Energy Policy Act of 2005 which states:

Not later than 1 year after the enactment of this Act, the Secretary of Health and Human Services shall transmit to Congress a report how the Low-Income Home Energy Assistance Program could be used more effectively to prevent loss of life from extreme temperatures.  In preparing such report, the Secretary shall consult with appropriate officials in all 50 States and the District of Columbia.

This report includes the recommendations received from State grantees by LIHEAP in accordance with the Energy Policy Act. Request a copy

Home Energy Notebook

The LIHEAP Home Energy Notebook supplements the annual LIHEAP Report to Congress. It also provides LIHEAP grantees and other interested parties the most recent data on home energy usage, consumption, expenditures, and burden data for all, non low income, low income, and LIHEAP recipient households. The data are available at the national and regional level for total residential, space heating, and space cooling. Data are also presented on low income home energy trends, beginning with FY 1979. Finally, the latest State-specific estimates of the number of LIHEAP income eligible households are included in the Notebook.

LIHEAP Clearinghouse Publications

Since 1988, the National Center for Appropriate Technology (NCAT) has operated the LIHEAP Clearinghouse through a training and technical assistance contract from the U.S. Administration for Children and Families, Office of Community Services, Division of Energy Assistance.

The Clearinghouse collects, develops, organizes and disseminates information relevant to the LIHEAP program to state and tribal LIHEAP grantees and other interested parties such as community action agencies and local government offices (subgrantees), low- income advocacy and service organizations, fuel funds, utilities and public utility regulatory commissions.

The Clearinghouse publishes a quarterly newsletter, LIHEAP Networker, that reports on a variety of LIHEAP-related resources available to them -- conferences, publications, innovative programs by other states, local agencies or utilities -- and provide contacts and referrals for more extensive information. The newsletter is mailed to over 700 State and Tribal grantees, Community Action Agencies, nonprofit advocacy groups, fuel funds and utilities.

The LIHEAP Clearinghouse also maintains a library of its publications on a variety of LIHEAP topics.
