DoD 2008.B STTR SOLICITATION


July 28, 2008: Solicitation enters pre-release
August 25, 2008: DoD begins accepting proposals
September 24, 2008: Deadline for receipt of proposals by 6:00 a.m. EST -- plan ahead and submit early.

The FY08.B STTR solicitation is comprised of the files listed below. If you are unable to download any of these files, please contact our Help Desk (by Email, phone 866-SBIRHLP (866-724-7457)) for assistance.

1. Program Solicitation -- This file contains the proposal preparation instructions and requirements, important new information about the DOD STTR program, program description, definitions, methods of selection and evaluation criteria, and contracting information. The Program Solicitation is available in the following formats:

  • HTML format
  • PDF format -- can be viewed using Adobe Acrobat Reader (download it FREE)
  • MS Word 95, 97, and 2000 format

    Important Note: In addition to following the DOD-wide instructions in the Program Solicitation, proposers must also follow the specific instructions of the DOD Component (Army, Navy, Air Force, etc.) to which they are applying -- see section 2 immediately below.

2. Solicitation topics for the participating DOD Components -- Army, Navy, Air Force, DARPA, and OSD -- and Component-specific instructions. These topics are the R&D areas under which the DOD Components are seeking proposals. (To contact the topic authors, see next paragraph.) The topics and instructions are available in the following formats:

Technical Questions: Between July 28 and August 24, 2008, you may talk directly with the Topic Authors to ask technical questions about the topics. Their names, phone numbers, and e-mail addresses are listed within each solicitation topic above. For reasons of competitive fairness, direct communication between proposers and topic authors is not allowed starting August 25, when DoD begins accepting proposals for this solicitation. However, proposers may still submit written questions about solicitation topics through the SBIR/STTR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing until the solicitation closes. All proposers are advised to monitor SITIS (08.B Q&A) during the solicitation period for questions and answers, and other significant information, relevant to the STTR 08.B topic under which they are proposing.

Topics Search Engine: Visit the DoD Topic Search website to quickly and easily find topics by keyword across all DoD components participating in this solicitation. Once you find a topic of interest to you, remember to read the Component-specific instructions for that topic from the table above.

Proposal Preparation and Submission: All STTR Proposal Cover Sheets and Company Commercialization Reports must be prepared and submitted electronically through the DoD SBIR/STTR Electronic Submission Web Site http://www.dodsbir.net/submission/, as described in Sections 3.0 and 6.0 of the program solicitation. For components requiring complete electronic submission, technical proposals must be uploaded through the Submission Website.
