Title:  Adult Literacy in OECD Countries: Technical Report on the First International Adult Literacy Survey
Description: This report has three objectives. First, the report attempts to document how the survey was conducted in each country and what was known at the time of the release of Literacy, Economy and Society about the extent of bias in each countries data. Second, the report includes the results of additional analyses which were undertaken to shed empirical light on the French concerns. These analyses are presented in the Appendices of the report. Thus, this volume should provide readers to draw their own informed conclusions about the quality of the data and the value of the study. Finally, the document serves the dual purpose of sensitizing countries considering participation in future rounds of IALS data collection about the need to adhere to the stated design specifications, and of informing the introduction of enhanced quality assurance procedures into the survey methodology. These enhancements will be documented in future editions of this report.
