Task Order 10: New model for assessing TB surveillance and
action performance and cost
Task Order 10 is an evaluation of TB surveillance and the
assessment of activities using a new conceptual framework that will
lead to the accurate and successful collection of program data. It
will also involve an assessment of program cost to refine and
implement a standard, user-friendly tool that can be used to target
and enhance the efficiency of program interventions.

Study Objectives
- Develop a new TB surveillance and action evaluation strategy
(including tools) applicable for all state and local TB
programs.
- Develop and implement monitoring and evaluation (M&E) model
and tool set that measure both the performance and cost
- Design interventions targeted for improved performance and
cost efficiency.
Study Design
TO10 activities are divided into three phases: operational
research, formative evaluation, and tool development. During Phase
I, contractors produce an extensive library cataloging indicators
from federal, state and county-level programs and develop standard
programmatic and financial assumptions based upon comprehensive
literature reviews. During Phase II, the Florida Department of
Health will conduct focus groups with TB public health workers from
county and state levels to review existing indicators and solicit
feedback related to the utility, feasibility, propriety, accuracy,
and flexibility of the tools. At the same time, University of North
Texas Health Science Center will perform studies to validate the
personnel and time-related assumptions. The contractors will also
gather and analyze evaluation data at the state, district, and
county levels to validate the performance and cost evaluation at all
levels of public health surveillance and action. During Phase III,
contractors will use the findings from Phases I and II of the
project to develop tools and to ensure that the tools are
meaningful, valid and fully functional for each programmatic level.
Study Progress
Task Order 10 is in Phase III and has focused on the development
of a TB program economic decision support tool and a TB program cost
and performance analysis tool. Initial focus groups were conducted
at the district and local levels to gain feedback on the tools and
to validate the tools. After introducing the draft tools at a
semi-annual TBESC meeting and asking for feedback, several of the
stakeholders invited the TO10 team members to visit their sites to
test the application of the tools with their program-specific data
and to provide an overview and demonstration of the customization
and implementation of the tools. The University of North Texas
Health Science Center is currently planning the 3rd economic meeting
in October 2007 to discuss methods, share results, and plan future
economic approaches. Task Order 10 is also preparing several
manuscripts.
