• VA Directive 5978, Alternative Dispute Resolution (ADR)

We received demand to bargain from AFGE.  Negotiations have not been completed.

• Emergency Department Integration Software (EDIS)

We received demands to bargain from NAGE, UAN and AFGE.  We have already briefed NAGE.  The briefings with UAN and AFGE have been scheduled.

• VHA Handbook 1142.01, Criteria and Standards for Community Living Centers (CLC)

We received a demand to bargain from AFGE.  The briefing has been scheduled.

• VHA Installation of Video Cameras on Mental Health Units

We received  a demand to bargain from AFGE.  Negotiations have not been completed.

•  Staffing Methodology for VHA Nursing Personnel Pilot

We received demands to bargain from UAN, AFGE and NAGE.  We have already briefed UAN, NAGE, and AFGE.  We did not receive proposals from NAGE or UAN.  We have reached agreement with AFGE.  The MOU is being signed. 

• VHA Handbook 1907.3, Health Information Management Clinical Coding Program Procedures at VHA Facilities

Receieved demands to bargain from AFGE and NAGE.  Briefed NAGE and did not receive proposals.  We have reached agreement with AFGE. 

• VA Handbook 5005, Part II, Appendix G7, Nurse Anesthetist Qualification Standards

We received demands to bargain from NAGE and AFGE.  We briefed NAGE and did not receive proposals.  Negotiations with AFGE have not been completed.

• EES Telework Pilot Program

AFGE submitted a demand to bargain.  We already met with the union and will schedule additional negotiations.

• USA   Staffing:

We received demands to bargain from UAN and AFGE. 

Negotiations with UAN have been completed.

• VA Directive 6600, Responsibility of Employees and Others Supporting VA in Protecting Personally Identifiable Information (PII) and 6601, Removable Storage Media (Rescinded ):

We received demands to bargain from UAN and AFGE. 

We have completed negotiations with UAN.

Negotiations with AFGE have been completed.

Negotiations with both unions were completed during negotiations of VA Directive 6500.

• VA Learning  University (VALU)-Learning Management System (LMS):

We have been updating AFGE about VALU-LMS. 

• VA Transit Benefit Program, Nationwide Re-certification:

Negotiations with AFGE have been completed without an MOU.

• VA Handbook 5011, Part II, Chapter 4 Alternative Workplace Arrangements (Telework)

AFGE submitted a demand to bargain.

NAGE submitted a demand to bargain.  Completed.

• OIT Standard Operating Procedures (SOP) for Employee Recognition and Awards Program

AFGE submitted a demand to bargain.  Negotiations have been completed.

NAGE submitted a demand to bargain.  Negotiations have not been completed.

• Mandatory Training for Government Issued Travel Charge Cardholders

AFGE submitted a demand to bargain.  Negotiations have been completed.

NAGE requested a briefing.  Negotiations have been completed.

• Handbook 5011/9, Part II, Chapter 3, paragraph 6, VHA Alternate Work Schedule for Registered Nurses:

• VA Directive and Handbook 0730, Security and Law Enforcement:

We are negotiating with AFGE on the Handbook and briefing NAGE on the Directive.  All other negotiations have been completed.

• National Provider Identifier:

Negotiations have been completed.

• Consolidated Patient Account Center (Includes Mid-Atlantic Consolidated Patient Account Center)

AFGE, NAGE and UAN have asked to bargain on the inclusion of VISN 5 in the Mid-Atlantic CPAC and the nationwide rollout of the remainder of CPAC.

Negotiations have been completed.

• Priority of Deductions

Negotiations with NAGE and AFGE have been scheduled.

Negotiations have been completed with all unions except UAN.

• DFAS Conversion

We are bargaining with AFGE.

• Home Buyout Program

AFGE agreed with the program but is working on an MOU.  Labor Relations obligations have been completed with all other unions.

• Suicide Risk Prevention Training Directive

We are doing post implementation bargaining with AFGE.
