The Defense Information System Network (DISN) has been the Department of Defense's enterprise network for providing data, video and voice services for more than 40 years. Over the past two years, the department has reviewed the Defense Working Capital Fund (DWCF) pricing structure for the DISN to assess its effectiveness.

The current rate-based and fee-for-service paradigm is complicated and does not encourage data sharing.

Changes were planned and developed by the DISN Subscription Service (DSS) work group-a team composed of members from all services and selected Defense agencies headed by OSD's Office of the Director, Program Analysis and Evaluation (D,PA&E) and the Joint Staff. This team of specialists developed a new cost recovery structure for the DISN that was approved by OSD as an element of the last budget cycle.

This simplified cost recovery and pricing structure focuses on bandwidth capacity and packages of services rather than usage.
