Admiral Allen:

In the late 1950's (1958/9) there was a publicity campagne involving the National Guard. Those were the days when key American cities and ports were ringed with NIKI missle sites, and staffed by full-time active duty National Guard troops.

There were billboards showing a tranquil winter holiday night scene, with a small town, its church steeple, etc. Across the billboard were the words: "Sleep well tonight - your National Guard is awake!"

After reading the ALCOAST about the siezure of the self-propelled semi-submersibles, those words came back to mind - but this time paraphrased as:

Citizens and Legal Residents of the United States - you can sleep peacefully tonight - your Coast Guard is awake and keeping vigil."

I would like to suggest that this be used as a publicity slogan for Team Coast Guard.

The public has a right to know - and be reassured - that the nation is indeed being protected to the best of U.S. Coast Guard's ability during these turbulent (as well as normal) times.

Admiral, The Coast Guard Hearing Office is also a resident command of Ballston. We are a very small organization that adjudicates all Class I civil penalty cases in the Coast Guard including pollution, MTSA, commercial fishing vessel safety and recreational boating safety. Our entire office was in attendance. We appreciated you taking the time to talk to the entire group.
