Explanation: For FY2000, 96 percent of eligible applicants received their Basic and Disabilities payments within 60 days of the enactment of the appropriation--above the performance target of 90 percent and a substantial increase from 1997 (75 percent) and 1998 (87 percent). For FY 2001, only 73 percent of eligible applicants received their payments within 60 days.
