President Bush Announces $902 million in Emergency Funds

Assistance for Northern Border Security, New York Economic Recovery,
Reagan National Airport and Postal Service Security

Washington, DC -- The Administration today outlined additional emergency spending totaling $902 million for emergency recovery and response and national security activities. As provided in the Emergency Supplemental Appropriations Act, $900 million of these funds will be made available to agencies pursuant to the 15 day notification procedures established by the Act from the date of this transmittal and $2.3 million will be made available to the Department of Defense immediately.

This represents the fifth round of transfers from the Emergency Response Fund and brings the total emergency funds requested and released to $9.7 billion from the $40 billion appropriated for the consequences arising from the terrorist attacks of September 11, 2001. A $20 billion funding request was sent to Congress on October 17, 2001 and is under consideration.

The $902 million will be used by the Departments of the Treasury (DOT), Housing and Urban Development, and Transportation, and the United States Postal Service. Included in these funds are grants to New York City businesses affected by the September 11th attacks; compensation for the Metropolitan Washington Airports Authority and its concessionaires for the Federal closure and reduced flight schedule at Reagan National Airport; the purchase of health and environmental equipment, including irradiation machines for the United States Postal Service; and National Guard personnel to enhance security at U.S.-Canadian ports of entry.

This funding will support 100 State-activated National Guard troops for three months to enhance security and expedite U.S. Customs Service checks at U.S.-Canadian ports of entry.

These funds will be provided to the State of New York for New York City businesses affected by the terrorist attacks on the World Trade Center and to assist in the city's economic recovery. This aid will help to mitigate the actual or potential loss of thousands of businesses and private sector jobs from Lower Manhattan.

These funds will compensate the Metropolitan Washington Airports Authority (MWAA) and its concessionaires for the Federal closure and reduced flight schedule at Reagan National Airport. MWAA and the concessionaires will receive compensation for the loss of landing fees, passenger facility charges, rent, and sales.
 
United States Postal Service
    Payment to the Postal Service Fund

$175,000,000
These resources include: $100 million for an initial purchase of irradiation equipment to sanitize the mail and $75 million for the costs of personnel protection equipment (e.g., gloves, masks, barrier creams), first response/environmental testing kits and services, site clean-up and medical goods and services, and public education material.
