Millennium Challenge Corporation

The purpose of the Millennium Challenge Corporation (MCC) is to reduce global poverty through sustainable economic growth. MCC awards transformational grants ('compacts') to developing countries that have implemented public policies that improve and sustain good governance, economic freedom and investments in people.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • As a new international development organization, MCC has not yet demonstrated significant progress in achieving its long-term performance goals. Implementation of MCC's compacts in its partner developing countries is moving less rapidly than expected, thus funds are being expended somewhat slowly and initial outputs are limited. MCC expects more rapid progress in the near future.
  • MCC, to a small extent, achieves its annual performance goals and has demonstrated improved efficiencies in achieving program goals. Also, to a small extent, independent evaluations indicate that MCC is effective and achieving results.To a large extent, the performance of MCC compares favorably to other programs with similar purposes and goals.
  • MCC's budget requests are not yet tied to accomplishment of its performance goals. Most compact agreements follow 2-3 years of country eligibility. As such, it is difficult to predict which countries will be eligible for compacts, what accomplishments are expected, and how much funding is required. Advance funding is required, however, to motivate candidate countries to carry out policy reforms.

We are taking the following actions to improve the performance of the program:

  • Continuing efforts to apply lessons learned from MCC's start-up, especially improvements on the compact implementation process.
  • Implementing a comprehensive performance data collection, storage, and reporting system to improve data collection and facilitate the comparison of performance measures across compacts.
  • Strengthening the integration of performance information in the budget submission and other related documentation.
