Assistance to Refugees

The purpose of the assistance program is to sustain life by providing humanitarian support to refugees in sectors such as food, health, water and sanitation, and shelter, as well as to promote quality of life and human dignity through education and livelihoods activities.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program achieves its core purpose of providing basic assistance to refugees. The program meets the needs of millions of refugees worldwide by responding to annual and emergency appeals from multilateral partners such as the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and non-governmental organizations.
  • The State Department as a whole and the program's budget request to OMB and Congress does not adequately integrate the impact of funding decisions on expected performance. Greater linkages between resource requests and performance will allow funding decisions to be based on their effect on humanitarian outcomes such as the rates of crude mortality and infant mortality in refugee populations.
  • The program is on track to achieve its priority goals, but will focus on expanding the level of achievement in more short and long-term performance areas in the coming years. For example, program performance in vocational training and medical assistance for Palestinian refugees will be improved by introducing results-based management and improving the quality and efficiency of inputs.

We are taking the following actions to improve the performance of the program:

  • Working with UNRWA to develop new measures of performance for education and social services programs assisting Palestinian refugees.
  • Working with other donors and humanitarian partners to develop long-term performance measures for global refugee assistance, as part of the Good Humanitarian Donorship initiative.
