Indian Housing Loan Guarantees

The program provides financing for homeownership, property rehabilitation, and new construction opportunities for eligible tribes, Indian Housing Authorities and Native American individuals and families wanting to own a home on trust land or land located in an approved Indian or Alaska Native area.

Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program addresses a critical need. Native Americans have traditionally had difficulties securing mortgage financing on tribal trust and individual allotted lands because of land title and legal jurisdictional issues. Private financing for the purchase of homes in Indian Country and tribal areas of operation was almost non-existent before the implementation of this program in September 1994.
  • The annual growth of this program have been outstanding, exceeding its lending target by over 11% in 2006, and the program is making steady progress toward achieving its long-term performance goals.
  • Although defaults to date have been low, the program lacks strong tools for assessing Federal financial risks and efficiency. It does not have financial analysis that reflects the unique characteristics and actual experience of the program.

We are taking the following actions to improve the performance of the program:

  • Continuing the strong growth in loan volume.
  • Developing financial risk models and efficiency measures.
  • Completing the development and implementation of performance tracking systems that collect data with a minimum of burden for tribes, using consistent data definitions that allow for goal tracking.
