Human Capital Program

The human capital program is designed to provide human capital advice and leadership for all federal agencies. To do so, the program develops and issues employment policies, standards, and guidance, and designs systems for assessing human capital practices and results, such as employee performance appraisals.

What This Rating Means

PERFORMING
Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has made progress toward getting federal agencies to engage in long-term, strategic planning for their human capital needs. In addition, the program has demonstrated that agencies have improved the quality and rigor of their systems for appraising employees' performance.
  • The program has not been able to achieve key program goals. It has not been able to demonstrate that it has made government-wide reductions in the time required to hire an employee, or has made progress in helping agencies build a pool of potential leaders that can adequately replace managers and executives when they leave the organization.
  • Although in theory the Human Resource Line of Business operation will lead to government-wide savings on human resource transactions, such as processing paychecks, the human capital program does not yet have data to show these cost reductions.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing efficiency measures for a major electronic government project that attempts to consolidate personnel processing in certain service centers to determine if they are realizing cost savings.
  • Establishing a systematic process to asses the impact and efficacy of significant regulations, such as the Student Career Experience Program and Schedule A appointments for persons with disabilities.
  • Conducting an independent evaluation of program activities to determine if the actions and resources used are producing the desired results.
