Indian Community Development Block Grant Program

The Indian Community Development Block Grant provides competitive grants to Indian and Alaska native communities to address needs in the areas of housing, economic opportunities and suitable living conditions such as public infrastructure.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has a clear purpose in addressing a critical need. Indian communities suffer from high unemployment and poverty, housing overcrowding, and have a high incidence of incomplete plumbing.
  • The program has short-term output goals that it largely achieves (creating 570 jobs over 2004-2005) but it lacks long-term outcome measures of program impact on community quality of life.
  • The program is is generally well managed in awarding and overseeing its grants.
