Improving Teacher Quality State Grants

This program is designed to assist States and school districts in increasing the academic achievement of all students by ensuring that every classroom is taught by a highly qualified teacher. The program awards grants to States to support State and local activities such as teacher training, recruitment and retention.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has ambitious targets for its long-term and annual performance measures, and the initial program performance on the annual targets is promising. States have met or exceeded the 2004 and 2005 targets for the percentage of core academic classes taught by highly qualified teachers in both elementary and secondary schools.
  • The program is well-managed. Program managers at the Department of Education (ED) are making monitoring visits to every State to ensure that the program is being implemented correctly and that States are on track to meet the highly qualified teacher requirements of the No Child Left Behind Act.
  • ED is conducting two program studies that are assessing the quality of program implementation and surveying school districts' use of program funds.

We are taking the following actions to improve the performance of the program:

  • Setting targets for the program's efficiency measure.
  • Continuing to monitor State and school district implementation of the program and their progress toward meeting the highly qualified teacher requirements.
  • Completing the two program studies and utilizing those results to assess and improve program performance.
