Equal Employment Opportunity Commission

The Equal Employment Opportunity Commission is the primary agency charged with the enforcement of federal statutes that prohibit employment discrimination based upon race, color, sex, religion, national origin, age or disability.

Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The agency developed new measures to better gauge its performance; however, it lacks baselines and ambitious targets for some of its performance measures. The agency developed new long-term measures to gauge individuals benefited by outreach and enforcement programs and determine public confidence in its enforcement efforts. Targets for some of the other measures need to be made more ambitious.
  • The agency does not measure the performance of its partners. The agency monitors its partners (e.g., Fair Employment Practices Agencies) for achieving legal and quality standards for charges processed under contractual arrangements; however, the agency does not otherwise measure their contribution in achieving goals using EEOC's performance measures or alternate measures.
  • The agency's current structure is not optimal to meet its mission. A 2003 independent study found that EEOC's structure did not align with its workload and did not take full advantage of new technology. The agency has implemented the three major study recommendations and is in the process of implementing others, but needs to give additional consideration to the remaining recommendations.

  • Developing in collaboration with partners methods for measuring performance that support the agency's goals.
  • Continuing to implement structural changes and other recommendations to improve efficiency and effectiveness of program.
