  • MAX Federal Community (previously the Budget Community)
    The MAX Federal Community is used by OMB and Federal agencies to share information and collaborate. It is part of the Budget Formulation and Execution Line of Business (BFELoB).

    Below you will find brief information on the MAX applications, MAX Analytical and Diagnostic Reports, and the Suggestions/Comments form.

      Apportionment
    OMB Circular A-11 requires all executive branch agencies to use OMB's web-based apportionment system to send apportionment requests to OMB. Agency budget offices use the apportionment application to: help prepare apportionment requests; send requests to OMB; and, run reports against previously approved apportionments. OMB examining divisions use the application to send electronic copies of approved apportionment to agencies, and, run reports against previously approved apportionments.

      MAX A-11
    The MAX A-11 Data Entry System is the tool agencies use to enter the data required for the President's Budget and Mid-Session update as specified in the annual OMB Circular A-11. Additional information can be found at /maxportal/webPage/a11/maxa11. Please note that you must first login to access the MAX A-11 System.
      Program Assessment Rating Tool (PART)
    The PART is a program assessment tool which will assist in improving Federal government program performance. A PART review helps identify a program's strengths and weaknesses to inform funding and management decisions aimed at making the program more effective.       Information Technology Budget Reporting System (ITWeb)
    ITWeb supports OMB and the agencies through the annual budget cycle by automating the submission of agency Exhibit 300s and other information technology-related data in the form of XML files and spreadsheets. This allows OMB staff to review information technology budget requests and provide information about those requests to OMB analysts and policy officials. Click here to go to the ITWeb application.
    Requesting Access for Additional Applications

      If you are a MAX user who needs to work with a new application, you must request access for that new application. To do that, you need to 1) login to the MAX Homepage, 2) click the button that says Change Applications, and 3) clicking the Add button for the new application you need to access. Unless you have made arrangements ahead of time, it will normally take a few days before you will be able to work with the new application.
