National information must be presented in national areas and regional information in regional areas, so as to reduce duplication of effort and conflicting content.
Note: This is a "legacy" standard, written before the Web Council was created. It has been in force since the effective date. Since the creation of the Web Council, it has been rewritten to follow the normal layout for standards. "Date approved" refers to when the Web Council approved this rewritten version.

Definitions
National information: information that applies to the entire US.
Regional information: information that applies to some geographic area smaller than the entire US. Examples: EPA Region, state, county, the Gulf of Mexico, the Great Lakes

Content requirements
- All national information, and only national information, must appear in a Web area that is not specific to any one EPA region or area of the country.
- All regional information, and only regional information, must appear in a Web area with a template that indicates it is limited in geographic scope.
- Regions may develop national Web areas and headquarters may develop regional Web areas, depending on the nature of the topic, funding, organizational agreements, etc.

National information: background discussion like "what is recycling?" or national recycling statistics
Regional information: details about a city's recycling efforts or a state's recycling statistics

Rationale
To help visitors understand the scope of a page, and to reduce duplication of effort, we need to separate national and regional information and link between them. The look and feel indicates the scope to the reader, who doesn't care which part of EPA owns the information.
This standard covers how to separate the different levels of information, while the Regional Bridge Page and Where You Live Page standards discuss how to link between them.
