President George W. Bush signs H.R. 3295, Help America Vote Act of 2002, into law in the Dwight D. Eisenhower Executive Office Building Tuesday, Oct. 29. The legislation authorizes 3.9 billion dollars for improvements in state and local election systems. "Each state will be required to maintain a clean and current and accurate state -- statewide list of registered voters, making it easier to register and easier to detect fraud," explained the President.
