Nomination and Appointment
President Bush Announced His Intention to Nominate One and Appoint One Individual to Serve in His Administration
President George W. Bush today announced his intention to nominate one individual and his intention to appoint one individual to serve in his administration.
The President intends to nominate Phillip Merrill to be President of the Export-Import Bank of the United States for the remainder of a four-year term expiring January 20, 2005. He is currently the Chairman of the Board of Capital-Gazette Communications, Inc., which produces several local and regional publications in the Washington D.C. and Maryland areas, and operates the Capital Investment Company. Merrill has served in six past administrations and was Assistant Secretary-General of NATO from 1990 to 1992. His previous government experience includes service as a member of the Defense Policy Board, Counselor to the Under Secretary of Defense for Policy, Special Assistant to the Deputy Secretary of State, and Senior Intelligence Analyst for South Asia at the Department of State. He is a U.S. Director of the International Institute of Strategic Studies and Vice-Chairman of the Center for Strategic and Budgetary Assessments. A former member of the U.S. Army Reserves, Merrill is a graduate of Cornell University and the Harvard Business School's Program for Management Development.
The President intends to appoint Fidel Alfonso Vargas of California to be a Member of the Commission on Presidential Scholars.
