Priority
COMPETITIVE PREFERENCE PRIORITY POINTS
Prior Experience
Prior Experience of Service Delivery. Existing HEP project applicants in the final year of their projects are eligible to receive up to 15 additional points for prior experience of service delivery. In awarding points for prior experience, the Secretary reviews information relating to an applicant's performance under its expiring HEP project. This information includes performance reports, site visit reports and project evaluation reports. The Secretary considers the applicant's overall success in: (A) enabling the program participants to achieve the project's educational objectives and purposes of the program through activities identified in its approved project application, and (B) fulfilling program administrative requirements.
The Secretary evaluates the applicant's prior experience in delivering services based upon the following criteria:
- (2 points) Whether the applicant served the number of participants described in its approved application.
- (8 points) The extent to which the applicant met or exceeded its funded objectives with regard to project participants, including its targeted number and percentage of (a) participants who received a GED certificate, and (b) GED recipients who were reported as entering postsecondary education programs, career positions, or the military. Percentages will be computed using the number funded as the denominator.
- (5 points) The extent to which the applicant met the administrative requirements-including recordkeeping, reporting and financial accountability-under the terms of the previously funded award.
