1. Can a victim apply directly to OVC for funding?
Yes. Under the International Terrorism Victim Expense Reimbursement Program (ITVERP), a U.S. national, government officer, or employee who is an eligible direct victim of international terrorism occurring outside the United States, may apply for reimbursement of expenses associated with that victimization.
The law requires that the individual victim must have suffered "direct physical or emotional injury or death as a result of an act of international terrorism occurring on or after December 21, 1988, with respect to which an investigation or prosecution was ongoing or was commenced after April 24, 1996."
Eligible expenses include the following:
- Medical (including dental and rehabilitation costs)
- Mental health care
- Property loss, repair, replacement
- Funeral and burial costs
- Miscellaneous expenses (such as temporary lodging, local transportation, telephone costs, emergency travel)
In addition, OVC funds support
- State victim compensation programs, which help reimburse victims for costs incurred as a direct result of the crime, including medical bills, funeral expenses, and lost wages.
- State victim assistance programs, which provide funds for community agencies that assist crime victims through services such as crisis intervention, criminal justice advocacy, counseling, and emergency shelter.
2. Can a program apply directly to OVC for funding?
Yes. A certain percentage of discretionary moneys in the fund are used
to support national scope training and technical assistance projects to
improve services to victims of crime. OVC announces the availability of
national scope training and technical assistance discretionary program
grant funds through the Federal Register. Discretionary
grant applications are made available each spring on OVC's Web site.
Please note that closing dates vary each year. In addition, OVC administers
two Indian country discretionary grant programsthe Children's Justice
Act Partnerships for Indian Communities (CJA) Grant Program and the Tribal
Victim Assistance (TVA) Discretionary Grant Program (an expansion of the
former Victim Assistance in Indian Country (VAIC) Grant Program). Application

3. Is a VOCA Victim Assistance
subrecipient eligible to apply for the Helping
Outreach Programs Expand (HOPE) funding opportunity?
No. Only non-profit, grassroots community-based victim service organizations
and coalitions that do not receive federal VOCA victim assistance grant funds
are eligible to apply.
4. How often can an organization apply for and receive H.O.P.E. I and H.O.P.E. II grants from OVC?
The H.O.P.E. I and H.O.P.E. II grants are one-time only grant opportunities. However, organizations that have previously applied for and received H.O.P.E. I funding are welcomed to apply for H.O.P.E. II grants. Organizations that did not meet eligibility criteria for H.O.P.E. I funding may apply for H.O.P.E. II funding as well.
5. Is the annual discretionary grant application
kit still being released?
No. In the past, OVC released discretionary grant applications in the
spring. However, beginning in 2003, all OVC grant applications now go
though an online Grants
Management System (GMS), so each grant program is announced separately
on GMs When the announcements are open, application instructions for
such
funding opportunities will be posted online.
