Syracuse, NY - New York State officials and the Federal Emergency Management Agency (FEMA) are opening six mobile Disaster Recovery Centers (DRC) to assist individuals affected by the recent storms, flooding and tornadoes. The DRCs will open Monday, September 15, at noon, and close at 7:00 p.m. The complete DRC schedule is attached.

Representatives from FEMA and the U. S. Small Business Administration (SBA) will be available to answer questions, and provide recovery information and written material about the different assistance programs available for individuals and business owners. These may include grants to pay for temporary housing needs, minimal home repairs and other serious disaster-related expenses. Applicants may also be eligible for low-interest loans from the U.S. Small Business Administration to help cover residential and business losses not fully compensated by insurance.

"The DRCs travel around the disaster-damaged areas to make sure we bring assistance information to as many residents and business owners as we can," said Justo Hernández, federal coordinating officer. He added, "DRC staff will also assist individuals with filling out their paperwork. But first affected individuals should make sure they register for assistance by calling FEMA's toll free number."

President Bush's major disaster declaration for Allegany, Cattaraugus, Chemung, Columbia, Delaware, Fulton, Greene, Livingston, Montgomery, Ontario, Rensselaer, Schuyler, Steuben and Yates counties made those who sustained damages not fully covered by insurance eligible to apply for disaster assistance. Those affected should register now by calling 1-800-621-FEMA (3362) or 1-800-462-7585 (TDD) for the hearing and speech impaired. These numbers operate from 8 a.m. to 6 p.m., seven days a week.

"Program specialists will be on hand to answer questions and clarify doubts about the assistance process," said Edward F. Jacoby, Jr., Director of the State Emergency Management Office and state coordinating officer. "Applicants may also get information on how to avoid future damages."

At the request of Governor George E. Pataki, President Bush signed a major disaster declaration on August 29, 2003 to provide assistance to the counties affected during the severe storms, flooding and tornadoes that hit the State between July 21and August 13, 2003.

On March 1, 2003, FEMA became part of the U.S. Department of Homeland Security. FEMA's continuing mission within the new department is to lead the effort to prepare the nation for all hazards and effectively manage federal response and recovery efforts following any national incident. FEMA also initiates proactive mitigation activities, trains first responders, and manages Citizens Corps, the National Flood Insurance Program and the U.S. Fire Administration.
