BILOXI, Miss. -- Citizen comment on the structural and architectural restoration work proposed for the Library at Beauvoir - The Jefferson Davis Home - will be solicited at a public meeting scheduled for 6 p.m., Thursday, Nov. 16, 2006, at the Mississippi Gulf Coast Convention Center.

The meeting is the result of an agreement between the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA), the Mississippi Emergency Management Agency, the Mississippi State Historic Preservation Office, the Advisory Council for Historic Preservation and the Mississippi Division of The United Sons of the Confederate Veterans, Inc., doing business as "Beauvoir."

Comments are being solicited on the structural and architectural restoration work for the Presidential Library only.  A public meeting on the restoration work of the home at Beauvoir was held on Nov. 2.

Under the National Historic Preservation Act (NHPA) of 1966, FEMA and other federal agencies having a direct or indirect jurisdiction over proposed projects must consider the effect on historic and archaeological properties. Historic properties may include any district, building, structure, site, or object, typically 50 years in age or older.

These properties may be eligible for inclusion in the National Register of Historic Places if they possess significance at the national, tribal, state or local level in American history, architecture, archeology, engineering or culture.

When restoration projects are under consideration, the NHPA requires consultation among such agencies as the State Historic Preservation Office, an appropriate Tribal Historic Preservation Office, local and national preservation organizations and the general public.

FEMA manages federal response and recovery efforts following any national incident, initiates mitigation activities and manages the National Flood Insurance Program. FEMA works closely with state and local emergency managers, law enforcement personnel, firefighters and other first responders. FEMA became part of the U.S. Department of Homeland Security on March 1, 2003.
