Emergency Preparedness Tested

The two-day exercise Wednesday and Thursday, October 18-19 will help emergency planners determine the strengths of their operational plans. "State and federal agencies regulate nuclear energy plants. FEMA's role is to test off-site emergency plans in case of a nuclear power plant accident," stated R. L. "Buddy" Young, FEMA Regional Director.

"A plan that looks good on paper or one that worked in the past may need to be amended and updated when put to the test today," Young said. FEMA will evaluate the emergency plans today and tomorrow. Following a review, emergency workers will seek ways to strengthen their plans and procedures, according to Young.

The test exercise covers the following state and local participants: Texas Division of Emergency Management (DEM), Austin; DPS Disaster District (Sub 2C), Pierce; Bureau of Radiation Control (BRC) at the Emergency Operations Facility, STPEGS; BRC Field Radiological Monitoring Teams (2), Matagorda County; BRC Emergency Response Vehicle and Mobile Laboratory, Bay City; Joint Information Center, Bay City; Matagorda County Emergency Operations Center, Bay City; McAllister Reception Care and Monitoring/Decontamination Center, Bay City; and Radio Station KMKS-FM 102.5, Bay City.

Other federal participants include the Department of Health and Human Services, Department of Transportation, Department of Energy, the U. S. Department of Agriculture, the Federal Food and Drug Administration, Environmental Protection Agency, Federal Aviation Administration, and the Nuclear Regulatory Commission.

Other participants include the American Red Cross, employees of STPEGS, city and county officials and employees including fire, police, and emergency managers, and numerous volunteers.
