SAN FRANCISCO, Calif. -- The Third High-Level United States-Japan Earthquake Policy Cooperation Forum, hosted by FEMA, starts today in San Francisco and will continue through Saturday, November fourth.

The forum is aimed at developing strong international cooperation in creating policies for seismic disasters. Joining the Americans and the Japanese are invited participants from China, Russia, Mexico and Turkey.

This is the final forum in the annual series, which was first held in Seattle in 1998. Last year's meeting was in Yokohama.

Discussion topics at the forum include:

As the final meeting, this Third High-Level Forum represents an important opportunity for the countries to review past achievements and to develop a strategic plan for future cooperation.
