Background

The 14-acre Wisconsin Public Service Corp. site is located in Green Bay, Wis. Currently, the site is used as WPSC corporate offices and as an employee parking lot.  It is on the south bank of the East River near the confluence of the Fox River. 

WPSC owned and operated the gas plant from the 1871 to 1947 in an area that was historically industrial.  Processes included coal carbonization and carbureted water gas. WPSC still owns the site today, except for a small portion owned by a nearby hotel.

March 2009

Plans for investigation of sediment, ground water and soil at six MGP sites began after a legal agreement called a consent order was signed between WPSC and EPA in May 2006. This agreement allows for further investigation of the Green Bay site and will determine how much contamination remains there. The agreement also includes five other MGP sites in Stevens Point, Manitowoc, Marinette, Oshkosh, and Two Rivers, Wisconsin. A separate agreement for another site, WPSC Campmarina MGP in Sheboygan, was signed between WPSC and EPA in January 2007.

Under Wisconsin Department of Natural Resources oversight, various investigations have taken place since the 1984. In 2003, a cleanup occurred which included excavation, thermal treatment, and removal of about 26,000 tons of highly contaminated soil. Routine ground-water monitoring occurs semi-annually. Annual inspection of the cleaned-up area (the parking lot) shows that the site remains safe for employees and visitors to the WPS office building.
