FY08 BCRP Concept Award: New Breast Cancer Research Funding Opportunities

The Department of Defense Breast Cancer Research Program (BCRP) announces new funding opportunities for Fiscal Year 2008. The following program announcement was released on October 15, 2008.

Youth Build Grant Competition Announced: DOL to award $47 Million to Faith-Based and Community Organizations

The YouthBuild program provides education and training to high risk youth, giving them tools to compete in today's quickly changing job market. This alternative education program provides a path to higher education in addition to tools for immediate work in high demand fields such as construction. The program aims to provide an education for young people who have been in the juvenile justice system, youth aging out of foster care, high school dropouts and other at-risk populations, and immediately uses the vocational tools learned to expand affordable housing in low income communities. This vocational experience strengthens the leadership and learning skills of participating youth to help in future employment. The program is sponsored by the Department of Labor's Employment and Training Association, working to give at risk youth concrete tools to achieve sustainable employment.

Enhancing Acess to Quality HIV Care for Women of Color
1) Demonstrations Sites and 2) Evaluation and Technical Assistance Center

This award will support organizations funded under the Ryan White HIV/AIDS Treatment and Modernization Act of 2006 to implement and evaluate focused interventions designed to improve women of color's timely entry into HIV primary care following diagnosis and retain women of color in quality primary HIV care. The focus of this initiative is to identify, evaluate and disseminate successful strategies to recruit and retain HIV positive women of color in primary care. Applicants must propose interventions to address provider-patient communication, patient treatment education, cultural competence, fragmented clinical care, complex and confusing medical procedures and clinical facilities. Applicants will be expected to describe in detail, a plan to compile lessons learned and best practice models that can be shared with Ryan White grantees and other providers to improve access and quality of Ryan White services for women of color. One Evaluation and Technical Assistance Center (ETAC) will be awarded and will be responsible for coordinating and conducting a multi-site analysis, providing clinical expertise, developing guidelines for integrated programs, conducting cost-effectiveness analysis, and dissemination of results.

Translating Basic Behavioral and Social Science Discoveries into Interventions to Reduce Obesity: Centers for Behavioral Intervention Development (U01)

This funding opportunity announcement (FOA) is being issued by the National Heart, Lung, and Blood Institute, with participation from the National Cancer Institute, the National Institute of Diabetes and Digestive and Kidney Diseases, and the Office of Behavioral and Social Sciences Research.  This FOA solicits cooperative agreement (U01) applications from institutions/organizations that propose to translate findings from basic research on human behavior into more effective clinical, community, and population interventions to reduce obesity and improve obesity-related behaviors.  This FOA will support Centers for Behavioral Intervention Development (CBIDs) in which interdisciplinary teams of basic and applied behavioral and social science researchers develop and refine novel interventions based on basic research findings to reduce obesity and alter obesity-related health behaviors (e.g., diet, physical activity).

Addressing the Mental Health Needs of Returning Combat Veterans in the Community (R01)

This Funding Opportunity Announcement (FOA), issued by the National Institute of Mental Health (NIMH), solicits applications to study the impact of existing national, state, and/or local community-based programs addressing the adjustment and mental health needs of recent combat veterans, including returning National Guard, Army Reserve, and newly separated active duty personnel. Research projects supported through this FOA will produce new information concerning effective strategies for fostering successful transition from combat to civilian roles for returning service members. NIMH expects that knowledge gained will benefit service members and their families, employers, and relevant federal, state, and local agencies, and will inform future initiatives for recently returned combat veterans.

Partnership to Eliminate Disparities in Infant Mortality Action Learning Collaborative

CityMatCH, the Association of Maternal and Child Health Programs (AMCHP), and the National Healthy Start Association (NHSA), with funding from the W.K. Kellogg Foundation have created the Partnership to Eliminate Disparities in Infant Mortality. The vision for this project is to eliminate racial inequities contributing to infant mortality within U.S. urban areas. Applications are due no later than 11:00pm Eastern on Monday, September 8, 2008.

The Program Support Center has a requirement for the Office on Women's Health to solicit for contractors to Implement a program that provides prevention/intervention education, on a community level, to female youth that are putting themselves at greater risk for gang involvement and STD/HIV infection. This requirement is being solicited and awarded under FAR 13, Simplified Acquisition Procedures. The Period of Performance shall be one year from date of award and the Government anticipates making multiple awards from this solicitation, not to exceed 10 awards. Due September 3, 2008.

End Violence Against Women on College/University Campuses Program

The Program Support Center has a requirement for the Office on Women's Health to solicit for contractors to develop and implement an education and awareness program focused on violence against women, to promote safety and nonviolence on college and university campuses and at residential schools. The contractor shall work with a college, university or residential school within its geographical location to educate and promote awareness to the issue of violence against women by developing 3-4 activities/events for the students, awareness training for campus police and establish an on-campus task force to prioritize specific violence awareness objectives.This requirement is being solicited and awarded under FAR 13, Simplified Acquisition Procedures. The Period of Performance shall be one year from date of award and the Government anticipates making one (1) award. Due September 3, 2008.

Evaluation of the Advancing System Improvements to Support Targets for Healthy People 2010 (ASIST2010) Program

The Department of Health and Human Services/Program Support Center has a requirement for the Office of Public Health Science/Office on Women's Health (OWH). Offers will be solicited from all sources through a full and open competition. Offerors should be registered in the Central Contractor Registration (CCR) database for NAICS code 541690 which has a size standard of $6.5 million. The purpose of this requirement is to conduct an evaluation of the Advancing System Improvements to Support Targets for Healthy People 2010 (ASIST2010) program to answer the following evaluation question – Can a public health system/collaborative partnership approach have a positive impact on Healthy People 2010 targets? A public health system is defined as an established collaborative partnership between governmental and non-governmental partners. The OWH implemented the ASIST2010 program in September 2007. The intent of the program is to use a public health systems approach, a sex and gender-based focus, and evidence-based strategies to improve performance on two or more of the seven HP 2010 Focus Areas targeted by this initiative – Cancer, Diabetes, Heart Disease and Stroke, Access to Quality Health Services, Educational and Community-Based Programs, Nutrition and Overweight, and Physical Activity and Fitness – and on at least one objective within each Focus Area. The OWH has 13 very different ASIST2010 programs serving diverse populations and located in diverse organizations. The goals of the ASIST2010 program are to: 1) Support existing public health systems/collaborative partnerships that add a sex and gender focus to the selected HP 2010 Focus Areas and objectives identified above, and 2) Provide additional support to HP 2010 objectives that track the health status of women to help them move towards their targets. It is anticipated that the contract will be for a period of 26 months.

Primary Care Partnerships to Prevent Heart Disease in Women

The Department of Health and Human Services (HHS), Office on Women's Health (OWH), requires statewide evidence-based educational interventions (using The Heart Truth Professional Education Campaign materials) to expand the role of primary care in the prevention and treatment of heart disease risk factors, and the diagnosis of the metabolic syndrome and heart disease among women aged 40 to 75, with specific emphasis on blood pressure control, tobacco cessation, lipids control (including triglycerides, LDL-C, HDL, total cholesterol), diabetes control (including testing, monitoring, nutrition counseling, and foot care), weight loss or control, and symptoms of heart disease. Preference will be given to interventions in fifteen states with the highest heart disease mortality rates in women.

The purpose of the Intergenerational Approaches to HIV/AIDS Prevention Education with Women Across the Lifespan Pilot Program is to develop cross-generational HIV/AIDS prevention education approaches specific to women at risk for or living with HIV/ AIDS and other female members of the family 12+ years old, particularly African American, Native American/ American Indian, Hispanic/Latino, and Asian/Pacific Islander women from the Diaspora who are grandmothers, mothers, daughters, granddaughters, and aunts.

Obesity Grant

This cooperative grant announcement focuses on the development and demonstration of creative and innovative approaches that are effective in reducing the prevalence of overweight/obesity in young women, ages 16–24, by increasing the number of women who adopt positive, healthy, lifestyles. Organizations will be provided with funding that will aid in the development, expansion, or sustainment of effective obesity-related programs in order to effect lifestyle changes that will prevent the development of type II diabetes in the targeted population. The interventions implemented must be substantive in nature, incorporating evidenced-based nutrition, physical activity, and health/ wellness components, while also positively impacting knowledge, attitudes, and behaviors. Proposals must include programs for women who are members of racial and ethnic minority populations who are disproportionately affected by overweight/obesity. Grantees will be asked to describe the characteristics of its target population. Programs that seek to target audiences with a prevalence of overweight/obesity greater than 25% are particularly encouraged to submit proposals.

Intergenerational Approaches to HIV/AIDS Prevention Education for Women Across the Lifespan Pilot Program

The Intergenerational Approaches to HIV/AIDS Prevention Education with Women Across the Lifespan Pilot Program intends to: (1) Develop a cross-generational HIV/AIDS prevention education program to establish effective and/or increase communication about sexual health between African American, Native American/American Indian, Hispanic/Latino, and Asian/Pacific Islander women at risk for or living with HIV/AIDS with other female family and/or kinship network members 12+ years old; (2) provide opportunities for African American, Native American/American Indian, Hispanic/Latino, and Asian/Pacific Islander women and other female members of the family 12+ years old to know their serostatus; and (3) address the age-, gender-, cultural-, spiritual-, and language-specific needs of African American, Native American/American Indian, Hispanic/Latino, and Asian/Pacific Islander women and other female members of the family 12+ years old regarding their sexual health issues, particularly HIV/AIDS prevention so they may decrease their risks for disease.

This program builds on Minority AIDS Initiative- and Office on Women's Health-funded Women and HIV/AIDS Programs (e.g., Model Mentorship Program; HIV Prevention Education for Young Women Attending Minority Academic Institutions) by addressing HIV/AIDS issues using the strength of familial and kinship networks, as well as women-specific vulnerabilities to acquiring the virus.

Mentoring Partnership Program

The Program Support Center has a requirement for the Office on Women's Health to select Contractors to provide professional services as the "Mentor/Mentoring Agency" and develop a mentoring partnership approach while implementing a process of infrastructural capacity building with Protégés/Protégé Organizations. The Protégés/Protégé Organizations are women's service organizations, community based organizations, and faith based organizations that deliver HIV/AIDS prevention services to minority women residing in rural and urban areas across the United States. The Mentor shall have expertise in: 1) organization infrastructure development (fiscal management, human resources, organizational governance, data management, and technology development); 2) gender-focused program development (implementation, reporting, monitoring, and evaluation; and 3) minority women's health issues, particularly HIV/AIDS prevention services for minority women at risk for and living with HIV/AIDS. The Mentor works with the protégé to strengthen capacity in the aforementioned areas. The primary intent of this requirement is that through mentoring partnerships, training, tutorials, and skills-building exercises, protégé organizations can gain opportunities for organizational and program sustainability while delivering improved HIV/AIDS prevention services to minority women at risk for HIV/AIDS.

Improving , Enhancing, and Evaluating Outcomes of Comprehensive Heart Health Care

The Office on Women's Health (OWH) within the United States Department of Health and Human Services (DHHS) is interested in improving, enhancing, and evaluating outcomes of comprehensive heart health care programs for high-risk women. Under this announcement, OWH anticipates making up to five new awards, through the cooperative agreement grant mechanism, to provide funding to improve and enhance existing women's heart health care programs in hospitals, clinics, and/or health centers and to enable the programs to track and evaluate outcome data. Each grantee shall enhance an existing women's heart health care program so that it provides a continuum of heart health care services through the integration of the following five interrelated components: Education and Awareness, Screening and Risk.

Young Women's Health Summit (conference) for adolescent girls

The Program Support Center has a requirement for the Office on Women's Health to solicit contractors to organize and implement a city/state Young Women's Health Summit (conference) for adolescent girls. The Summit shall be developed to address a variety of health issues affecting young women from promoting a positive and healthy body image and building healthy relationships to the prevention of obesity, teenage pregnancy, teen violence, alcohol and drug use.

Faith-Based Cardiovascular Disease Prevention Program for Women of Color

This requirement is being issued by GovWorks, under the franchise authority of the Department of the Interior (DOI), on behalf of the Department of Health and Human Services Office on Women's Health, Washington, DC. GovWorks is seeking potential contractors to provide one or more cardiovascular disease prevention programs for women of color, aged 40-60 years. Each program shall be implemented at 25 faith-based sites throughout the United States.

Lupus Education and Awareness Seminars

The Office on Women's Health (OWH) is sending out Requests for Proposals (RFP) to community organizations in specific communities in eight states to partner with OWH to provide lupus educational and awareness seminars to the public and health professionals on the subject of lupus the disease, managing lupus, research and treatment, and acquiring social services assistance for lupus patients and their support groups.

RFPs will be accepted from community organizations, faith-based organizations, and public health clinics currently providing services to women, particularly women of color. The contracts will be in the amount of $10,000 each and the period of performance will be one year.

The RFPs will be awarded to community organizations within the following communities: Marshall, Alabama; Pope, Arkansas; W. Felicia, Louisiana; Santa Fe, New Mexico; Swift, Minnesota; Clatsop, Oregon; and Windsor, Vermont.

This PA encourages gender-based drug abuse research that explores the mechanisms, origins, and consequences of drug abuse, and that develops and assesses gender-based prevention and treatment interventions and services. It also encourages the study of female-specific issues in all areas of drug abuse.
