OMB may amend or waive the requirement for public consultation to the extent that public participation in the approval process would defeat the purpose of the information collection, violate State or Federal law, or substantially interfere with any agency's ability to perform its statutory obligations. Abstract: As mandated in P.L. 102-569, RSA/ED is conducting an evaluation of the ``effects of increased choice on consumers'' in seven demonstrations projects funded under the legislation. The independent evaluator, InfoUse, will survey a random sample of 217 current and former project participants. Respondents are working-aged persons with disabilities who have received vocational rehabilitation services through the demonstration projects. The results will determine the extent to which the demonstration projects have increased consumer choice and satisfaction with vocational rehabilitation planning, service purchasing, and outcomes. The results will inform key Congressional and Administration policy-makers, personnel in the 82 state vocational rehabilitation agencies, private rehabilitation providers, and organizations serving consumers of vocational rehabilitation.
