Pesticide Product Label System (PPLS) - Limitations

PPLS

Image Quality

Because many of these images were created from microfiche copies of very old pesticide labels, and because the quality of source documents is highly variable, the resolution of some of these label images may be less than adequate for convenient viewing. The quality of the images will also vary depending on the TIFF plug-in that you use as well as the quality of the monitor and the resolution setting on the PC that you use to view them.

Completeness of the Collection

Although the Information Technology and Resources Management (ITRMD) of OPP strives to ensure that the collection is as complete as possible, images for some labels may be missing. In addition to in-house efforts to capture all labels, PPLS users are encouraged to report missing labels to ITRMD. If you believe that a label image is missing from this collection, please send a copy of the stamped approved label and any associated EPA generated correspondence regarding that stamped approved label to:

Omission of Supplemental Registrations

This collection of images contains only images of labels registered or amended under Section 3 of FIFRA. Exit EPA disclaimer It does not contain images of labels that may appear on products which are supplementally registered as distributor brand labels.

Distributor brand labels must conform to the same terms of registration as the basic Section 3 registration to which it is supplementally registered. Distributor brand labels are identified by a three-part registration number in the form 999999-88888-777777, where 999999-88888 is the basic registration number and 777777 is the identification number of the company that is supplementally distributing that basic product.

Labeling for a supplementally-distributed product must be identical to that required in the underlying registration except for the product name and registration number (which reflects the identity of both the supplemental distributor and the registrant). Pesticidal claims may be deleted but not added. Therefore the image of the Section 3 registration (999999-88888 in the example above) contains essentially the same information as the supplementally registered product.

Differences between Product Labels in PPLS and in the Market Place

The approved label you see in PPLS represents the full content of OPP's registration decision regarding that product. As such, approved sites, claims, directions for use, etc. will appear on the PPLS label and, in some cases, in the related correspondence.

The label on a product with the same registration number may, however, look different in the market place. You may see only a sub-set of approved sites or pesticidal claims. That is because the registrant has presented the approved label information in a way that supports the marketing strategy for that product. These differences are allowed under the pesticide regulatory program. For example, an approved herbicide would be marketed in one way for an agricultural product targeted to a working farmer and another way for a consumer product targeted to a home gardener. The size of the package, mixing instructions, the approved sites, label format and even the product name may be different depending on the target customer. The marketed product label may include fewer sites or claims, but it may not include more sites or claims than the label that appears in PPLS.
