Retired Rear Admiral Jay M. Cohen joins the department today as Under Secretary for Science and Technology, and I commend the Senate for quickly confirming him by unanimous consent. Admiral Cohen had a distinguished 35-year career with the United States Navy, where he most recently served as Chief of Naval Research. He also commanded the USS Hyman G. Rickover and the USS L.Y. Spear, and has been decorated with the Defense Superior Service Medal, the Legion of Merit and the Meritorious Service Medal, and multiple other awards.

Admiral Cohen brings vast scientific expertise to the department and strong leadership to his directorate. He is a graduate of the United States Naval Academy and holds advanced degrees from the Massachusetts Institute of Technology and Woods Hole Oceanographic Institution.

I congratulate Admiral Cohen on his confirmation, and look forward to his many contributions to the development of critical technologies and scientific capabilities that advance our all-hazards mission
