This document, Terminology To DefineThe Terrorists: Recommendations from American Muslims, outlines recommendations from a wide variety of American Muslim leaders regarding appropriate terminology to be used when describing the terrorist threat. This memorandum does not state official Department of Homeland Security policy nor does it address legal definitions. Rather, it outlines recommendations compiled by the DHS Office for Civil Rights and Civil Liberties from its discussions with a broad range of American Muslim community leaders and scholars.
