$499,997*
PURPOSE: The Shoshone and Arapaho Joint Business Council will use grant funds to
implement a tribal juvenile drug court, which will target nonviolent, juvenile offenders. The 4-phase, deferred prosecution and post-adjudication program will serve 160 juveniles and family
members over a 3-year period. Clients will be expected to participate in the program for a
minimum of 12 months. The drug court will provide intensive judicial supervision, treatment,
mandatory drug testing, graduated sanctions, aftercare, and other rehabilitative services. The
program will provide collateral services such as tutoring, transportation, recreation,
employability training, mental and primary health care, and educational services. The goals of
the program are to: enhance public safety by reducing substance abuse, provide strength-based
treatment, reintegrate native tradition, increase positive family functioning, and evaluate the
program's effectiveness. The court will conduct process and outcome evaluations to evaluate
the court's operations and impact on the surrounding community, utilizing the management
information system from the State of Wyoming. The Shoshone and Arapaho Joint Business
Council will coordinate its efforts with the following agencies: Fremont Counseling Services,
Indian Health Services, Wind River Reservation College, Central Wyoming College, and the
Eastern Shoshone Department of Family Services.
