Debbie Lynn Clark
Director, Administration

Debbie Lynn Clark assumed her duties as Director, Administration on June 23, 2008. Clark is responsible for a variety of issues, initiatives, and policies relating to financial management, supply and property management, office services, diversity and human resources management, civil rights and equal opportunity, and acquisition services.

Clark joined Reclamation after serving as the U.S. Department of the Interior's Deputy Assistant Secretary - Indian Affairs (Management) since 2004 where she oversaw 800 employees and contractors and a budget of over $4 billion. She was responsible for all aspects of financial management, including accounting, budgeting, acquisition and asset management; human resources; facilities management and construction; information technology resources; and homeland security and emergency management.

She came to Interior as the acting Chief Information Officer in 2001 and she organized and led a team that completely overhauled and substantially improved its information security policies and procedures.

Prior to joining Interior, Clark served as the Director of the Department of Veteran Affairs' Financial Services Center. She turned the organization into a successful business franchise that provided financial services for the annual $240 billion VA program and provided a range of services to other governmental organizations on a reimbursable basis.

Clark has also worked at the Federal Energy Regulatory Commission where she was Deputy Chief Financial Officer before being named as the Chief Accountant. Before that, she worked in the Department of the Navy for 12 years as an auditor after she served in the US Navy for four years.

She holds a Bachelor of Science in Accounting from California State University, Fresno, a Master of Business Administration from Marymount University, and a Master of Science in Information Systems from George Mason University. She is a Certified Public Accountant, Certified Internal Auditor, Certified Government Financial Manager, and Certified Project Management Professional. She has also received numerous awards including the Presidential Meritorious Rank Award (2004), Secretary of the Interior's Executive Leadership Awards, Silver (2005, 2007), and Gold (2006), the Secretary of the Navy Civilian Career Fellowship Award, and the first ever FERC Chairman's Executive Leadership Award.

Clark is based at the Reclamation offices in Denver, Colorado.
