Hurricane Katrina Flood Recovery Maps (Louisiana)
Geographic Information Systems (GIS) Data
GIS is used to display and analyze spatial data that are tied to databases. The Katrina Recovery Maps were developed using GIS. Several data layers from the Katrina Recovery Maps are available as GIS shapefiles for download. To download the GIS data, click on one of the links below. Please refer to Mapping Methods and Data Sources page for more information on the development of these data.
- Surge Inundation Limits
For each of the parishes listed, a WinZip archive is provided that contains the estimated Hurricane Katrina storm surge inundation limits. These limits were developed using the surge-only coastal High Water Marks (HWMs) and best-available topographic data.

- Surge Elevation Contours
WinZip archive containing the Shapefile (ZIP 0.2MB) of preliminary surge elevation contours, which were derived from the surge-only coastal HWMs collected following Hurricane Katrina.
- Advisory Base Flood Elevations (ABFEs)
For each parish listed below, a WinZip archive is provided that contains the Shapefile of the ABFEs and ABFE zone boundaries. Flood Recovery Guidance published for each parish, which is available on the Recovery and Mitigation Resources page, provides further information on how these ABFEs were determined.

- Spatial Extent Where HEAG Criterion Applies
For levee-enclosed areas of the five parishes listed below, FEMA has estimated the areas where structures should be rebuilt 3 feet above Highest Existing Adjacent Grade (HEAG). In these areas, an analysis of the available topographic data shows that an elevation 3 feet above grade would elevate a structure higher than the current, effective BFE for the site (if applicable). These HEAG areas are shaded green on the Katrina Recovery Maps, and may be used in conjunction with the ABFE GIS data provided above.
