Senate Passes a War Supplemental Appropriations Bill That Provides NSF With an Additional $200 Million

On May 22, 2008, the U.S. Senate passed a $193-billion War Supplemental Appropriations Bill. The bill would provide $165 billion for the war in Iraq and Afghanistan through the remainder of 2008 and part of 2009; it also contains an amendment to fund domestic spending which includes $1.2 billion for a "Science Initiative." The language calls for $200 million for the National Science Foundation (NSF), $150 million of which is for Research and Related Activities, and $50 million of which is for Education and Human Resources; $400 million for the National Institutes of Health's (NIH) Office of the Director; $100 million for the Department of Energy's Office of Science; and $200 million for the National Aeronautics and Space Administration's Return to Flight Activities.

The Senate passed the domestic spending amendment by 75 to 22, which is a veto-proof majority.

The bill was sent to the House for further action. The Administration issued a Statement of Administration Policy stating that the President would veto the bill if it exceeded the $108.1 billion funding he requested.
