Below is an alphabetical listing of countries that require establishments be pre-certified for export by FSIS
For most countries, all USDA Federally-authorized meat, poultry and egg product establishments are eligible to export, provided
all the requirements of the importing country are met. If the country requirements indicate that all
Federally-authorized plants are eligible to export to the country, no further action is needed.
Establishments wishing to become pre-certified to export to a particular country should follow these steps:
- Consult the country requirements to assure the establishment can meet the specified import requirements.
- If the country requires pre-certification of the establishment, obtain and complete FSIS Form 9080-3,
Establishment Application for Export, from the FSIS inspection official assigned to the establishment.
- When completed, submit the form to the FSIS inspection official who will review and verify
that the establishment meets the requirements of the importing country.
- The FSIS inspection official will sign the form and forward it, through the FSIS District Manager's
Office, directly to the Office of International Affairs (OIA), Room 2137-South Building, Washington, DC 20250. FSIS Form 9080-3 is being revised to indicate
that it should no longer be sent to the Technical Service Center in Omaha (Section 5). Instead, the form should be faxed to the Office of International
Affairs, at (202) 720-7990, Attn: Import-Export Program Staff.
- FSIS/OIA will notify the importing country of the certification and will notify the establishment when the
certification has been accepted by the country.
- Importing country officials may periodically audit establishments exporting to them.

Establishments ineligible to export - In some cases, importing countries identify specific establishments that
are ineligible to export. These establishments are identified in the country requirements for the period of time that they are
ineligible. The countries listed below have identified specific establishments as ineligible.
