The U. S. Department of Homeland Security, Immigration and Customs Enforcement, Federal Protective Service (FPS), has a requirement for armed and unarmed guard services at federally owned and leased facilities throughout the State of Connecticut. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services at these locations.

This requirement is being solicited as a 100% Small Business set aside commercial item acquisition in accordance with the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. Award will be made using best value source selection procedures incorporating tradeoffs between price related and non-price related factors. It is the government's intention that any resulting award will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with fixed unit pricing. The contract will consist of one, twelve (12) month base ordering period followed by four, twelve (12) month, optional ordering periods. The projected performance period for this effort following a 60-calendar day phase-in/transition period is anticipated to begin on or about April 1, 2008.



The North American Industrial Classification System (NAICS) code for this acquisition is 561612 with a size standard of $17 million.



The Request For Proposal (RFP) shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP #HSCEE1-08-R-00001, will be released to the Federal Business Opportunities website on or about January 25, 2008. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.ccr.gov) in the Central Contractor Registration (CCR). Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.



The solicitation, and any additional information and documents on this requirement will be posted to FedBizOpps (www.fbo.gov). and will be available for downloading from the FedBizOps website at http://www.fbo.gov. Any Potential Offerors are responsible for monitoring the FedBizOpps site for release of this solicitation, amendments and all other documents relative to this solicitation. Requests for paper copies will not be honored. Note: the response date in the FEDBIZOPPS is not a firm date; please see the RFP for the actual date.
