Overview of the Small Business Program

The Small Business Program is an advocacy program for all categories of small businesses, including 8(a), disadvantaged, woman-owned, Historically Underutilized Business Zone (HUBZone), and service-disabled veteran-owned firms.

NRC seeks to identify quality firms from among these businesses, provide them appropriate business opportunity information, and advocate their participation in procuring NRC business. We monitor and evaluate our performance in achieving Procurement Preference Goals exit icon as established by the Small Business Administration (SBA).

For this program, the NRC develops policies and procedures to implement the provisions of sections 8 and 15 of the Small Business Act of 1958, as amended by Public Law (P.L.) 95-507 exit icon and P.L. 100-656 exit icon, Business Opportunity Development Reform Act of 1988.

The specific functions of the Small Business Program are to –

  • Provide assistance to small businesses seeking to do business with NRC
  • Publish and disseminate an anuual Forecast of Contract Opportunities
  • Establish goals for contract and subcontracting awards to all categories of small businesses
  • Conduct outreach activities for small businesses and maintain a Web page of updated information
  • Review contract requirements that exceed the simplified acquisition threshold for possible set-asides for small businesses, 8(a), or HUBZone firms before publishing a request for a proposal
  • Monitor small business legislation and provide Agency input, as necessary
