ORLANDO, Fla. -- Operation Blue Roof, a program managed by the U.S. Army Corps of Engineers for the Department of Homeland Security’s Federal Emergency Management Agency (FEMA), was implemented to assist storm victims by installing plastic sheeting on damaged roofs to help protect property and allow residents to remain in their homes.

That program ended on Nov. 12, 2004. New requests for plastic sheeting will not be accepted.

Leaks in the Blue Roof plastic sheeting are to be expected during periods of heavy rain. Additional periods of rain may cause the plastic sheeting to loosen. If residents who currently have plastic sheeting installed on their roof experience problems such as leaking, tearing, etc., they should contact a contractor in their area for repairs. Maintenance of the plastic sheeting is the responsibility of the homeowner.

The plastic sheeting is intended to provide temporary repair. The plastic may not provide a watertight seal. Leaking should be expected from the nails holding the furring strips during heavy rain.

The Corps of Engineers will investigate issues where there was unusual damage during the installation of the plastic sheeting.

On March 1, 2003, FEMA became part of the U.S. Department of Homeland Security. FEMA’s continuing mission within the new department is to lead the effort to prepare the nation for all hazards and effectively manage federal response and recovery efforts following any national incident. FEMA also initiates proactive mitigation activities, trains first responders, and manages the National Flood Insurance Program and the U.S. Fire Administration.
