New Director Appointed For FEMA Region III

Washington, D.C. -- Charlotte W. Herbert has been appointed director of Region III for the Federal Emergency Management Agency (FEMA), FEMA Director Joe M. Allbaugh announced today. FEMA's Region III is headquartered in Philadelphia, and oversees agency operations in Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia and West Virginia.

"Charlotte's years of experience as a manager and advocate for the business community will make her a highly effective Region III director," said Allbaugh. "Her knowledge and skills will be crucial as FEMA works with its partners on preparedness for and response to disasters."

Most recently, Herbert was vice president and executive director of the Delaware State Chamber of Commerce's The Partnership, where she was responsible for all aspects of the organization's operations, including strategic planning, program growth, budgeting and fundraising.

Previously she had been a vice president of the Associated Builders and Contractors in Washington, DC, where she developed and implemented policy and programs for four key association divisions including congressional, regulatory, legal and political. She established and led key business coalitions and developed communications strategies to build support for the construction industry.

Herbert holds a bachelor of arts degree from George Washington University's School of Public and International Affairs.
