The following labor organizations were chosen as the exclusive representative by the respective bargaining units to represent their members employed by the State and counties of Hawai`i.

• Hawai`i Fire Fighters Association, Local 1463, of the National Association of Fire Fighters, AFL-CIO (HFFA) represents the men and women in the fire departments of the State and county governments. (Bargaining Unit 11)
• Hawai`i Government Employees' Association, Local 152, AFSCME, AFL-CIO (HGEA) represents seven units, covering supervisory, clerical, scientific and professional employees, and professional nurses, of the 13 collective bargaining units in State and county governments. (Bargaining Units 2, 3, 4, 6, 8, 9, 13)

• Hawai`i State Teachers Association (HSTA) represents Hawai`i's State public school teachers. (Bargaining Unit 5)

• State of Hawai`i Organization of Police Officers (SHOPO) represents the police officers of Hawai`i's county governments. (Bargaining Unit 12)

• University of Hawai`i Professional Assembly (UHPA) represents the faculties of University and Community Colleges of Hawai`i. (Bargaining Unit 7)

• United Public Workers, Local 646, AFSCME/AFL-CIO (UPW) represents the blue-collar and institutional, health and correctional workers of the State and county governments. (Bargaining Units 1 and 10)
