Foreign Operations Appropriated Assistance: Kazakhstan

Assistance Goals: The United States (U.S.) works in partnership with the people and Government of Kazakhstan (GOK) to improve economic performance and democratic governance. To achieve these results, the U.S. Government (USG) provides the necessary expertise and other resources to improve the rule of law and strengthen GOK security forces and the country’s financial infrastructure. As previous economic reforms have shown results, the GOK has made significant financial contributions to USG economic development projects.

Areas of Focus (Foreign Operations Appropriated Assistance):

Peace and Security (PS): FY 2007: $9.55M; Est. FY 2008: $6.99M

  • Provide training to customs and other law enforcement officials to prevent the proliferation of weapons of mass destruction;
  • Help the GOK draft effective legislation and improve enforcement of existing laws to counter trafficking in persons (TIP);
  • Improve the interoperability of the Kazakhstan military through joint training exercises with the U.S. military.

Governing Justly and Democratically (GJD): FY 2007: $5.72M; Est. FY 2008: $4.76M

  • Build the skills of local human rights organizations to monitor and report;
  • Train non-governmental organizations (NGOs) to improve organizational skills and strengthen their ability to work with local governments;
  • Increase access to unbiased information through the Internet and support fledgling independent media organizations;
  • Improve the organizational skills of all registered political parties;
  • Train legal professionals and record public proceedings.

Investing in People (IIP): FY 2007: $2.93M; Est. FY 2008: $3.24M

  • Educate the public about the risks and treatment of HIV/AIDS;
  • Continue using the Directly Observed Therapy Short Course to improve treatment and reduce the number of deaths from tuberculosis;
  • Improve primary health care and introduce new ideas in health finance.

Economic Growth (EG): FY 2007: $7.73M; Est. FY 2008: $6.55M

  • Build the institutional capacity of the National Bank of Kazakhstan;
  • Introduce financial auditing standards into the local business environment;
  • Provide business education to enable young people to take advantage of opportunities and find meaningful, well-paying jobs.

Recent Successes:

  • USG assistance had a direct impact on improving a composite measure of health system effectiveness, which rose from 26% in 2006 to 45% in 2007;
  • The GOK implemented a new law “On Procurement,” which reduced governmental bid fees from 3% to 1%, which will save businesses over $110M annually and increase overall economic transparency in Kazakhstan;
  • For the first time local NGOs regularly participated in official sessions of governmental commissions on human rights;
  • As a result of training for prosecutors and judges, successful prosecutions of TIP traffickers and complicit officials increased from one in 2006 to 17 in 2007.
