National Situation Update: Thursday, August 30, 2007

Homeland Security Threat Level: YELLOW (ELEVATED).

Ohio Flooding

FEMA-1720-DR-OH was signed August 27, 2007, for Individual Assistance in six counties and Hazard Mitigation statewide.

FEMA Region II is managing disaster operations for Ohio and is continuing Preliminary Damage Assessments.

Region II has deployed a 100 person DSC Kit and 100 person JFO Kit.

Power has been restored to all customers.

ARC shelter count as of midnight, August 28, 2007, was 42.

State is delaying PA PDA requests until water recedes.

Six DRC locations have been identified.

EOC hours of operation are 7:00 am EDT to 4:00 pm EDT.

As of August 28, 2007, FEMA Region V initial IA PDA results remained at: 265 structures destroyed, 448 with major damage, 1,071 with minor damage.  (FEMA Regions)

North Dakota Tornado

Region VIII ERT-A deployed to North Dakota.

The FEMA Region VIII State Support Team (SST) deployed to the North Dakota EOC in Bismarck and Northwood.

On August 26, 2007, a tornado impacted Northwood in Grand Forks County, ND.

Two mobile home parks were reported destroyed.

Power has been turned off as a safety precaution, and two to three days before it is restored.

Nearly 90 percent of the 450 homes in Northwood sustained damages with approximately 100 uninhabitable.

There has been one confirmed fatality and 17 injuries.

A Joint FEMA/State PDA for IA and PA for Northwood began on August 29, 2007.

The State is preparing a request for a Major Disaster Declaration request.

The Governor issued an Emergency Declaration for Northwood.

The Red Cross and the Salvation Army have set up temporary shelters with 100 to 150 residents seeking shelter. (FEMA Region)

Illinois Flooding

Significant flooding affected northern Illinois after sever weather on August 23, 2007.

The Governor requested a Major Disaster Declaration for two counties on August 21, 2007, and declared a State of Emergency in five counties on August 23, 2007.

Several rivers are at flood stage and receding.

Joint FEMA/State Preliminary Damage Assessments have been requested for six counties.

ARC shelter count as of midnight, August 28, 2007 is at 40.

There has been one (1) confirmed fatality.  (FEMA Regions)

Indiana Flooding

Lake County declared a State of Emergency on August 15, 2007.

Margaret Mercy Hospital in Dyer remains closed.

There are failed sewer systems in Schererville and Hobart.

The IDHS is monitoring recover operations.

IDHS Mitigation and Recover personnel are assisting Lake County EMA and local jurisdictions with damage assessments.

As of August 29, 2007, the local assessments reflect the following numbers:  4 Destroyed, 94 Majors, and 119 Minors.

Approximately 293 homes were inspected, and an additional 268 homes could not be accessed for evaluation.

Two fatalities that were storm-related were reported. (FEMA Regions)

Minnesota Flooding

Presidential Declaration was signed August 23, 2007, designating three counties for Individual Assistance and Public Assistance.  The State is also eligible for Hazard Mitigation Programs.

FEMA/State Joint Field Office is operational in Rochester.

Mobile Disaster Recovery Centers have been opened in three counties.  (FEMA Regions)

Michigan Flooding

Severe storms affected portions of central and eastern Michigan on August 24, 2007.

149 homes are still without power as of 8:00 am CDT, August 28, 2007.

Local damage estimates are 28 structures destroyed 45 major, 175 minor. (FEMA Regions)

Wisconsin Flooding

Presidential Declaration was signed on August 26, 2007.

Three fatalities were reported by the state.

PDA Summary for five designated counties.  Indications are 18 homes destroyed 73 major, 148 minor.

Iowa Flooding

Iowa State EOC indicated no significant damages were reported.

No Federal Assistance has been requested.

Governor Chet Culver issued a Disaster Declaration for 11 Iowa counties.

On August 27, 2007, three additional jurisdictions were added to the Disaster Proclamation.

Joint Federal/State PDAs for PA and IA in 13 counties have started.

Flood waters are receding in Cherokee County.  The county is utilizing a USACE pump for water removal.  (FEMA Regions)

Tropical Weather Outlook

Atlantic/Caribbean/Gulf of Mexico:
Tropical cyclone formation is not expected during the next 48 hours.

Eastern Pacific:
At 5:00 AM EDT, August 30, 2007, the center of Tropical Storm Gil was located about 260 miles southeast of Baja California, Mexico.

Gil is moving toward the west near 13 mph and this motion is expected to continue.

Maximum sustained winds are near 40 mph with gusts of 52 mph.

Some weakening is forecast during the next 48 hours.

Estimated minimum central pressure is 999 mb.

Showers and thunderstorms, located several hundred miles south-southwest of the Gulf of Tehuantepec, have become a little better organized this afternoon, August 29, 2007.  Additional development of this system is expected, and a tropical depression could form during the next couple of days, as it moves westward at 10 to 15 mph.

Elsewhere, tropical cyclone formation is not expected during the next 48 hours.

Central Pacific:
Tropical cyclone activity is not expected.

Western Pacific:
