For months, local officials have refined and developed emergency response procedures. Exercise players are from city, county and state governments, private business, and volunteer organizations. They include fire, law enforcement, medical staff and refinery company personnel. Peer evaluators will evaluate the players' activities. Local residents will play mock victims.

The public is welcome to observe the exercise at the Koch and CITGO refineries and at the Christus-Spohn Memorial and South hospitals.
