RALEIGH, N.C. -- Disaster relief is now available in Beaufort, Carteret, Craven, Dare, Hyde and Pamlico Counties for individuals, families and businesses affected by Hurricane Dennis.

All that is necessary for residents of those counties to register for disaster assistance is a toll-free telephone call to 1-800-462-9029, said Glenn Woodard, the Federal Emergency Management Agency (FEMA) official coordinating federal response and recovery efforts with North Carolina emergency managers.

For persons with hearing or speech impairments the toll-free TTY number is 1-800-462-7585. Teleregistration lines will be open from 8 a.m. to 6 p.m. Monday through Saturday until further notice.

Programs available to qualifying applicants include emergency repairs for homeowners, disaster unemployment compensation for those whose jobs were lost due to storm damage, transient accommodations for short-term lodging, mortgage and rental assistance for those whose homes are uninhabitable, aid to farmers and ranchers, and direct grants for persons who suffered losses but who do not meet loan requirements.

The declaration, signed by President Clinton Thursday, makes assistance available to qualified homeowners, renters, farmers, ranchers, and businesses in the six counties hardest hit by high tides, heavy winds, and pounding surfs.

Direct grant programs are funded by FEMA and low-interest loan programs by the U.S. Small Business Administration (SBA). All of the applicable federal grant programs are administered by the state.

After registering for assistance via FEMA's toll-free 800 number, the SBA determines low-interest loan capability of applicants. Only if an applicant fails to qualify for a loan does he or she become eligible for a direct grant.
